Hugo Nicolas a 2011 graduate of McNary High School and a student at Chemeketa Community College talks about what it means for him for Oregon lawmakers to pass in-state tuition for immigrant students.In-state tuition for immigrant students, which the Oregon Senate gave final legislative approval for on Thursday, will personally benefit Hugo Nicolas and Karla Castaneda.
